Madame:

 

     Your Committee on Labor, to which was referred S.C.R. No. 143, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION URGING ALL BOARDS AND COMMISSIONS TO CONDUCT ANNUAL PERFORMANCE REVIEWS OF THEIR EXECUTIVE DIRECTORS OR PERSONS HOLDING EQUIVALENT POSITIONS EXEMPT FROM CIVIL SERVICE LAW,"

 

begs leave to report as follows:

 

     The purpose of this measure is to urge all boards and commissions to conduct annual performance reviews of their executive directors or persons holding equivalent positions exempt from civil service law.

 

     Your Committee did not receive any written testimony on this measure.

 

     Your Committee finds that boards and commissions are established to address specific problems or challenges within the community, encourage citizen participation in the process, and act as state liaisons for the community by recommending systems or programs aimed at providing support and solutions for unique challenges faced by the respective communities.  Your Committee believes that conducting annual performance reviews of individuals occupying executive director or similar civil service exempt positions under boards and commissions ensures accountability and encourages these individuals to perform their job duties with great diligence and more regard for their communities.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 143, S.D. 1, and recommends its adoption.
