Madame:

 

     Your Committee on Energy & Environmental Protection, to which was referred S.C.R. No. 110, S.D. 1, entitled:

 

"SENATE CONCURRENT RESOLUTION REQUESTING THE HAWAII STATE ENERGY OFFICE TO CONDUCT A STUDY EVALUATING THE FEASIBILITY OF ESTABLISHING A GREEN BONDS PROGRAM IN THE STATE,"

 

begs leave to report as follows:

 

     The purpose of this measure is to request the Hawaii State Energy Office to conduct a study evaluating the feasibility of establishing a green bonds program in the State.

 

     Your Committee received testimony in support of this measure from Coalition Earth and one individual.  Your Committee received comments on this measure from the Hawaii State Energy Office.

 

     Your Committee finds that there is a need for additional public resources and funding for efforts to address climate change in the State.  Your Committee further finds that other states have begun to explore the use of green bonds as a mechanism for financing projects related to renewable energy, energy efficiency, clean transportation, and other climate-related initiatives.  This measure encourages the evaluation of a green bonds program in the State.

 

     As affirmed by the record of votes of the members of your Committee on Energy & Environmental Protection that is attached to this report, your Committee concurs with the intent and purpose of S.C.R. No. 110, S.D. 1, and recommends that it be referred to your Committee on Finance.
