     Your Committee on Transportation and Culture and the Arts, to which was referred S.B. No. 95 entitled:

 

"A BILL FOR AN ACT RELATING TO VEHICLE SAFETY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to create additional fines for any individual found operating a vehicle or moped without a current certificate of inspection.

 

     Your Committee received testimony in support of this measure from the Department of Transportation.

 

     Your Committee received testimony in opposition to this measure from the Office of the Public Defender and Moped Doctors Inc.

 

     Your Committee finds that certificates of inspection are vital to the safety of Hawaii's streets and roads.  By looking over every important component of each vehicle, safety inspections ensure the safety of all drivers, passengers, and pedestrians.  Your Committee believes that creating additional fines for any individual found operating a vehicle or moped without a current certificate of inspection will promote operator awareness of proper maintenance.  Therefore, by encouraging adherence to critical safety standards via fines, this measure will increase public safety.

 

     As affirmed by the record of votes of the members of your Committee on Transportation and Culture and the Arts that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 95 and recommends that it pass Second Reading and be referred to your Committee on Judiciary.
