Your Committee on Transportation, to which was referred S.B. No. 934, S.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO THE STATE BUDGET,"

begs leave to report as follows:

The purpose of this measure is to appropriate funds to the Department of Budget and Finance to increase the Mass Transit Special Fund expenditure ceiling.

Your Committee received comments on this measure from the Department of Budget and Finance.

Your Committee finds that financial constraints on the Mass Transit Special Fund have resulted in significant carry-over balances, limiting the timely disbursement of funds for critical transportation projects. In recent fiscal years, these unspent funds have accumulated, creating shortfalls that necessitate emergency appropriations to meet funding needs. This measure ensures that mass transit projects receive the necessary financial support without unnecessary delays.

Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.

Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $572,695,000.

As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 934, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 934, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
