Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 934, S.D. 2, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE STATE BUDGET,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose and intent of this measure is to increase the special fund expenditure ceiling for the mass transit special fund for the fiscal year beginning July 1, 2025, and ending June 30, 2026, for the developments detailed in the Honolulu Authority for Rapid Transportation 2022 Recovery Plan.
Your Committee on Conference finds that that the current cap on the mass transit special fund has resulted in large carry-over balances. To address funding shortfalls and meet commitments in the Honolulu Authority for Rapid Transportation 2022 Recovery Plan, including critical infrastructure such as the Waiawa Pearl Highlands station, this measure raises the spending limit on the special fund for the 2025–2026 fiscal year.
Your Committee on Conference has amended this measure by:
(1) Including additional information on priorities provided in the Honolulu Authority for Rapid Transportation 2022 Recovery Plan and pursuant to the Amended Full Funding Grant Agreement with the Federal Transit Administration;
(2) Changing the appropriation amount to $572,695,000;
(3) Amending the conditions for disbursements from the mass transit special fund; and
(4) Changing the effective date to July 1, 2025.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 934, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 934, S.D. 2, H.D. 1, C.D. 1.
