Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 841, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO MARINE LIFE CONSERVATION DISTRICTS,"
begs leave to report as follows:
The purpose and intent of this measure is to conserve and protect state marine resources.
Specifically, this measure:
(1) Requires the Department of Land and Natural Resources to establish a marine life conservation district carrying capacity program; and
(2) Appropriates moneys for the program.
Your Committee received written comments in support of this measure from the Department of Land and Natural resources, Kua`aina Ulu `Auamo, and one individual.
Your Committee received written comments on this measure from the Ocean Tourism Coalition.
Your Committee finds that a carrying capacity study conducted at the Pupukea Marine Life Conservation District pursuant to Act 31, Session Laws of Hawaii 2022, identified long-term management options to reduce the impact of humans on the health and abundance of marine life within that district. Your Committee further finds that the approach taken at the Pupukea Marine Life Conservation District should serve as a model for all marine life conservation districts in the State.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 841, S.D. 1, and recommends that it pass Third Reading.
