Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 771, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE HAWAII HOUSING FINANCE AND DEVELOPMENT CORPORATION,"

begs leave to report as follows:

The purpose of this measure is to remove the restrictions on who may serve as the Chairperson of the Hawaii Housing Finance and Development Board of Directors.

Your Committee received comments on this measure from the Hawaii Housing Finance and Development Corporation.

Your Committee believes that the Hawaii Housing Finance and Development Corporation Board of Directors should be given flexibility in determining its leadership to allow for the most qualified member of the Board to lead as Chairperson, regardless of a member's designation.

As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 771, H.D. 1, and recommends that it pass Third Reading.
