Madame:

Your Committee on Education, to which was referred S.B. No. 747, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE BOARD OF EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish an Audit Office within the Board of Education to audit operations, expenditures, and programs of the Department of Education;

(2) Exempt positions in the Audit Office from civil service law; and

(3) Appropriate funds for:

(A) The establishment and operation of the Audit Office; and

(B) The establishment of six full-time equivalent positions within the Audit Office.

Your Committee received comments on this measure from the Board of Education.

Your Committee finds that the establishment of an Audit Office will provide additional oversight over the Board of Education and Department of Education and increase transparency and accountability in the State's public education system.

Your Committee has amended this measure by:

(1) Changing the effective date to July 1, 3000; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 747, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 747, S.D. 1, H.D. 1, and be referred to your Committee on Labor.
