Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 662, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to require the Hawaii Housing Finance and Development Corporation and the City and County of Honolulu to complete the transfer of roads within the Villages of Kapolei, and to authorize county police officers to enforce the statewide traffic code on all public streets, roadways, and highways within the State.

 

     Your Committee received written comments in support of this measure from the Hawaii Housing Finance and Development Corporation and City and County of Honolulu.

 

     Your Committee finds that the transfer of roads within the Villages of Kapolei is long overdue.  For decades, the Hawaii Housing Finance and Development Corporation has maintained the roads, while the City and County of Honolulu benefited from the revenue generated by the road improvements.  Your Committee further finds that this measure will resolve the inconsistency by transferring ownership of the roads, and clarifying that the statewide traffic code will apply to people on public streets, roadways, and highways in Hawaii, including roads within the Villages of Kapolei.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 662, S.D. 1, and recommends that it pass Third Reading.
