Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 576, S.D. 1, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO FINANCIAL ADMINISTRATION,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to:
(1) Amend the required contents of legislative reports to be submitted by the Hawaii Public Housing Authority and Hawaii Housing Finance and Development Corporation; and
(2) Amend the scope of moneys to be deposited into, and the allowable uses of moneys expended from, the Public Housing Special Fund.
Your Committee on
Conference finds that the Hawaii Public Housing Authority (HPHA) and Hawaii
Housing Finance and Development Corporation (HHFDC) have similar missions to
provide the State's residents with safe, secure housing. Presently, HPHA and HHFDC are required to
submit annual reports to the Legislature.
However, existing reporting requirements do not fully capture the scope
of activities undertaken by HHFDC and HPHA.
This measure will therefore expand the required contents of the reports
submitted to the Legislature to promote transparency and accountability.
Your Committee on Conference further finds that the Public Housing Special Fund was established to support long-term and special projects by HPHA. The special fund, however, does not have regular revenue streams like other funds administered by HHFDC. This measure will allow repayments into the Public Housing Special Fund from completed projects, thereby making available additional funds for critical development and redevelopment activities to lower costs, support sustainability of the fund, and increase housing supply in the State.
Your Committee on Conference has amended this measure by changing its effective date to July 1, 2025.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 576, S.D. 1, H.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 576, S.D. 1, H.D. 2, C.D. 1.
