Your Committee on Education, to which was referred S.B. No. 440, S.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to establish and appropriate funds for a Future Career and Technical Education Teacher Scholarship Program, to be administered by the Department of Education, to facilitate the recruitment and retention of career and technical education teachers.

Your Committee received testimony in support of this measure from the Office of Hawaiian Affairs and Chamber of Commerce Hawaii. Your Committee received testimony in support of the intent of this measure from the Department of Education and Department of Business, Economic Development, and Tourism.

Your Committee finds that the establishment of a Future Career and Technical Education Teacher Scholarship Program will increase recruitment for quality career and technical education teachers and enhance the education of students who will develop into highly skilled members of the State's workforce.

Your Committee has amended this measure by changing the effective date to July 1, 3000.

As affirmed by the record of votes of the members of your Committee on Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 440, S.D. 2, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 440, S.D. 2, H.D. 1, and be referred to your Committee on Finance.
