Sir:

 

     Your Committee on Labor and Technology, to which was referred S.B. No. 436 entitled:

 

"A BILL FOR AN ACT RELATING TO THE STATE FIRE MARSHAL,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to provide that no person shall serve as State Fire Marshal for more than three terms.

 

     Your Committee received comments on this measure from the Department of Land and Natural Resources.

 

     Your Committee finds that term limits combat complacency and ensure that institutional knowledge is passed down and preserved.  An effective Fire Marshal is critical to the State's disaster preparedness and response capabilities.  This measure will strengthen the State's long-term fire response capacity by instituting term limits for State Fire Marshals, thereby ensuring the mantle of leadership is passed on and new perspectives are welcomed in a timely manner.

 

     Your Committee has amended this measure by inserting an effective date of July 1, 2050, to encourage further discussion.

 

     As affirmed by the record of votes of the members of your Committee on Labor and Technology that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 436, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 436, S.D. 1, and be referred to your Committee on Ways and Means.
