Sir:

 

     Your Committees on Ways and Means and Judiciary, to which was referred S.B. No. 414, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO RESTORING ACCESS TO DISASTER-AFFECTED AREAS,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to require the Hawaii Housing Finance and Development Corporation to institute proceedings for the condemnation of certain roadways on the island of Maui for the construction of an access road.

 

     Your Committees received written comments in support of this measure from the Department of Human Services, Hawaii Housing Finance and Development Corporation, and Maui Chamber of Commerce.

 

     Your Committees find that the permanent housing developments expected for the Kilohana and Kalaiola sites on Maui are predicted to increase traffic in the surrounding areas.  Your Committees believe that adding an access road will add connection points for drivers that will help to provide congestion relief while increasing the efficiency and safety of the area.

 


 

     Your Committees have amended this measure by:

 

     (1)  Appropriating an unspecified sum out of the Major Disaster Fund;

 

     (2)  Deleting the appropriations into and out of the Dwelling Unit Revolving Fund; and

 

     (3)  Changing the effective date to July 1, 2050, to encourage further discussion on the measure.

 

     As affirmed by the records of votes of the members of your Committees on Ways and Means and Judiciary that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 414, S.D. 1, as amended herein, and recommend that it pass Third Reading in the form attached hereto as S.B. No. 414, S.D. 2.
