Your Committee on Ways and Means, to which was referred S.B. No. 411, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO CAPITAL IMPROVEMENT PROJECTS AT STATE SMALL BOAT HARBORS AND STATE PARKS,"
begs leave to report as follows:
The purpose and intent of this measure is to authorize without prior legislative approval certain capital improvement projects by the Department of Land and Natural Resources at existing facilities at state small boat harbors and state parks.
Your Committee received written comments in support of this measure from the Department of Land and Natural Resources, Ocean Tourism Coalition, Calypso Charters, and one individual.
Your Committee received written comments in opposition to this measure from the Department of Budget and Finance.
Your Committee finds that the current time-consuming process for appropriating moneys for the maintenance and repair of state small boat harbors and parks precludes the timely upkeep of those properties. Your Committee believes that this measure, which creates an exception relating to repairs, renovations, and replacement work at existing facilities is an appropriate mechanism to address this issue; provided that all uses of this exception are promptly reported to the Legislature by the Department of Land and Natural Resources.
Your Committee has amended this measure by:
(1) Requiring the Department of Land and Natural Resources to submit to the Legislature quarterly reports, rather than annual reports; and
(2) Repealing the measure five years after the measure's effective date.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 411, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 411, S.D. 2.
