     Your Committees on Judiciary and Ways and Means, to which was referred S.B. No. 350, S.D. 1, entitled:

 

"A BILL FOR AN ACT PROPOSING AN AMENDMENT TO THE HAWAII CONSTITUTION TO PROTECT THE RIGHT TO CONTRACEPTION,"

 

beg leave to report as follows:

 

     The purpose and intent of this measure is to propose an amendment to article I of the Hawaii State Constitution to protect a person's right to seek and obtain contraceptives and to engage in contraception.

 

     Your Committees received testimony in support of this measure from the Hawaii State LGBTQ+ Commission, AAUW of Hawaiʻi, Stonewall Caucus of the Democratic Party of Hawaiʻi, Community Alliance on Prisons, Pride at Work Hawaiʻi, UNITE HERE Local 5, Save Medicaid Hawaii, Hawaii Children's Action Network Speaks!, Indivisible Hawaiʻi, AlohaCare, ACLU of Hawaiʻi, and eighty-four individuals.

 

     Your Committees received testimony in opposition to this measure from Hawaii Family Forum, Steve's Repair Service LLC, and sixty-eight individuals.

 

     Your Committees received comments on this measure from two individuals.

 

     Your Committees find that access to contraception is a fundamental component of reproductive freedom, bodily autonomy, and personal privacy.  This measure will affirm the State's commitment to upholding individual liberties and safeguarding access to essential health care.

 

     As affirmed by the records of votes of the members of your Committees on Judiciary and Ways and Means that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 350, S.D. 1, and recommend that it pass Third Reading.
