Your Committee on Transportation and Culture and the Arts, to which was referred S.B. No. 30 entitled:
"A BILL FOR AN ACT RELATING TO MOPEDS,"
begs leave to report as follows:
The purpose and intent of this measure is to require all moped drivers to wear a safety helmet when driving a moped, regardless of age.
Your Committee received testimony in support of this measure from the Department of Transportation, Honolulu Police Department, Keiki Injury Prevention Coalition, and two individuals.
Your Committee received testimony in opposition to this measure from the Office of the Public Defender and Moped Doctors Inc.
Your Committee finds that roadway safety is of the utmost importance to the State. According to the National Highway Transportation Safety Administration, individuals wearing safety helmets when riding a motorcycle or moped see a thirty-seven percent fatality reduction when involved in accidents or crashes. By requiring every moped driver to wear a safety helmet, this measure will reduce the risk of both serious head injuries and fatalities.
As affirmed by the record of votes of the members of your Committee on Transportation and Culture and the Arts that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 30 and recommends that it pass Second Reading and be referred to your Committee on Judiciary.
