Your Committee on Finance, to which was referred S.B. No. 26, S.D. 2, H.D. 2, entitled:

"A BILL FOR AN ACT RELATING TO AFFORDABLE HOUSING,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish the Affordable Housing Land Inventory Task Force to conduct a study, subject to legislative appropriation, to assess the viability of housing development in transit-oriented development zones or other areas on state or county lands;

(2) Require the Task Force to submit a report to the Legislature; and

(3) Appropriate funds for a staff position and contractual services incurred by the Task Force.

Your Committee received testimony in support of this measure from the Hawaii Housing Finance and Development Corporation; Hawai‘i Community Development Authority; Hawaii Public Housing Authority; Office of the Mayor of the County of Hawai‘i; and County of Hawai‘i Office of Housing and Community Development. Your Committee received comments on this measure from the Land Use Research Foundation of Hawaii and Office of Planning and Sustainable Development.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 26, S.D. 2, H.D. 2, and recommends that it pass Third Reading.
