Madame:

Your Committee on Finance, to which was referred S.B. No. 227, S.D. 1, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO FIREWORKS,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish a temporary Illegal Fireworks Enforcement Division within the Department of Law Enforcement; and

(2) Appropriate funds to the Department for the operation of the Division, to reimburse law enforcement agencies for Division-related law enforcement operations, and to establish positions within the Division.

Your Committee received testimony in support of this measure from three individuals.

Your Committee has amended this measure by:

(1) Changing the number of full-time equivalent positions to unspecified numbers; and

(2) Changing its effective date to July 1, 3000, to encourage further discussion.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 227, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 227, S.D. 1, H.D. 2.
