Madame:

Your Committee on Finance, to which was referred S.B. No. 1641, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE STATE OF HAWAII FILM COMMISSION,"

begs leave to report as follows:

The purpose of this measure is to:

(1) Establish the Hawaii Film Authority to promote and develop the film industry and transfer the rights, powers, functions, and duties of the Hawaii Film Office to the Authority;

(2) Establish the Hawaii Film Authority Board within the Hawaii Film Authority;

(3) Create separate funding sources for the promotion and support of the film industry and creative industries by renaming the Hawaii Film and Creative Industries Development Special Fund as the Hawaii Creative Industries Development Special Fund and creating a new Film Industry and Development Special Fund; and

(4) Appropriate funds for the establishment and operation of the Hawaii Film Authority.

Your Committee received testimony in support of this measure from Pride at Work – Hawaiʻi; Hawaii State AFL-CIO; and one individual. Your Committee received testimony in opposition to this measure from the Department of the Attorney General and two individuals. Your Committee received comments on this measure from the Department of Budget and Finance; Department of Business, Economic Development, and Tourism; IATSE Local 665; Maui Chamber of Commerce; Kapolei Chamber of Commerce; Ohana Unity Party; and six individuals.

Your Committee has amended this measure by:

(1) Changing the number of full-time equivalent positions established to unspecified numbers; and

(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1641, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1641, S.D. 2, H.D. 2.
