Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1619, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE COSMETOLOGY LICENSURE COMPACT,"
begs leave to report as follows:
The purpose and intent of this measure is to authorize the Governor to enter into a cosmetology licensure compact on behalf of the State to allow cosmetologists to obtain a multistate license, enabling them to practice in Hawaii and other states without obtaining separate state licenses.
Your Committee received written comments in support of this measure from the United States Department of Defense, Grassroot Institute of Hawaii, Future of the Beauty Industry Coalition, and one individual.
Your Committee received written comments on this measure from the Department of Commerce and Consumer Affairs, Board of Barbering and Cosmetology, Council of State Governments, and Knee Regulatory Research Center.
Your Committee finds that the ability to obtain a multistate cosmetology license would benefit military spouses and others who find it difficult to continually seek a new state license after moving to a new state. Your Committee further finds that license portability would also benefit Hawaii residents seeking to work in cosmetology on the United States mainland.
Your Committee has amended this measure by changing the effective date to July 1, 2050, to facilitate further discussion on the measure.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1619, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1619, S.D. 2.
