Sir:

Your Committee on Ways and Means, to which was referred S.B. No. 1589, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE STADIUM DEVELOPMENT SPECIAL FUND,"

begs leave to report as follows:

The purpose and intent of this measure is to support the development of the new stadium.

Specifically, this measure:

(1) Requires that the Stadium Authority meet any conditions imposed by the Legislature on appropriations to the stadium development special fund prior to expenditure;

(2) Appropriates $49.5 million from the stadium development special fund to the Stadium Authority, but conditions the expenditure of the moneys on the completion of specific project readiness requirements; and

(3) Returns unencumbered and unexpended moneys in the special fund to the general fund if the project is terminated.

Your Committee received written comments in support of this measure from the Stadium Authority.

Your Committee finds that the stadium development project requires continued oversight and support to facilitate the timely and effective completion of the project. Accordingly, this measure requires the Stadium Authority to meet any conditions placed on appropriations by the Legislature, prior to expenditure, and conditions the appropriation amounts for fiscal year 2025-2026 on certain project readiness milestones.

Your Committee has amended this measure by:

(1) Requiring any private donations received by the Stadium Authority and deposited into the stadium development special fund to be used only for infrastructure related to the stadium and costs associated with the development of the stadium; and

(2) Adding an appropriation of an unspecified amount for fiscal year 2026-2027.

As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1589, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1589, S.D. 2.
