STAND. COM. REP. NO. 482

Honolulu, Hawaii

RE:    S.B. No. 1581

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Transportation and Culture and the Arts, to which was referred S.B. No. 1581 entitled:

"A BILL FOR AN ACT RELATING TO HAWAII-JAPAN PACIFIC PEACE MONUMENT,"

begs leave to report as follows:

The purpose and intent of this measure is to:

     (1)  Establish a Hawaii-Japan Peace Monument to be developed by the State Foundation on Culture and appropriate stakeholders representing Hawaii and Japan; and

     (2)  Appropriate funds.

Your Committee received testimony in support of this measure from the State Foundation on Culture and the Arts and two individuals.

Your Committee finds that 2025 marks the eightieth anniversary of the end of the second World War, which impacted the people of Hawaii and Japan immensely.  However, through eight decades of determined effort, the people of Hawaii and Japan have committed themselves to peace throughout the Pacific and have built a lasting friendship demonstrating to future generations that peace is always possible.  This measure will memorialize the effort of Hawaii and Japan by establishing the Hawaii-Japan Pacific Peace Monument as a historical and cultural landmark.

As affirmed by the record of votes of the members of your Committee on Transportation and Culture and the Arts that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1581 and recommends that it pass Second Reading and be referred to your Committee on Ways and Means.

Respectfully submitted on behalf of the members of the Committee on Transportation and Culture and the Arts,
