Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 1581 entitled:

 

"A BILL FOR AN ACT RELATING TO HAWAII-JAPAN PACIFIC PEACE MONUMENT,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to establish the Hawaii-Japan Pacific peace monument as a historical and cultural landmark to recognize and commemorate the journey towards friendship and peace between the people of Hawaii and Japan, and the bright future of endless potential of Hawaii and Japan.

 

     Your Committee received written comments in support of this measure from the State Foundation on Culture and the Arts and two individuals.

 

     Your Committee finds that in the eighty years since the end of World War II, the people of Hawaii and Japan, through hard work and dedication, have committed themselves to peace throughout the Pacific and have built a lasting friendship.  The Hawaii-Japan Pacific peace monument envisioned by this measure will demonstrate to future generations the possibility of enduring peace.

 

     Your Committee has amended this measure by:

 

     (1)  Changing the effective date to July 1, 2050, to facilitate further discussion on the measure; and

 

     (2)  Making a technical, nonsubstantive amendment for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1581, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1581, S.D. 1.
