Madame:
Your Committee on Culture & Arts, to which was referred S.B. No. 1581, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO HAWAII-JAPAN PACIFIC PEACE MONUMENT,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Establish a Hawaii-Japan Peace Monument; and
(2) Appropriate funds for the planning, design, and construction of the Hawaii-Japan Peace Monument.
Your Committee finds that 2025 marks the eightieth anniversary of the end of World War II, a pivotal moment that had a lasting impact on Hawaii and Japan for the roles they had in the war. However, throughout the last eight decades, Hawaii and Japan have dedicated themselves to spreading peace throughout the Pacific and building a strong bond of friendship, demonstrating to future generations that peace between former enemies is achievable. The establishment of a Hawaii-Japan Peace Monument symbolizes the journey toward friendship and commemorates the efforts made by Hawaii and Japan to reach a peaceful and diplomatic relationship.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 3000, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Culture & Arts that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1581, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1581, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
