     Your Committee on Ways and Means, to which was referred S.B. No. 1559, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO DUNE RESTORATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to appropriate moneys to the University of Hawaii Sea Grant College Program for dune restoration at Hanakoo Beach Park.

 

     Your Committee received written comments in support of this measure from the Maui County Council, Lahaina Strong, Maui Nui Resiliency Hui, Surfrider Foundation Hawaii Region, and numerous individuals.

 

     Your Committee finds that Hanakoo Beach Park is a significant resource for the West Maui community, including cultural practitioners and canoe clubs.  Your Committee further finds that dune restoration at Hanakoo Beach Park will help build resilience and infrastructure protection from high wave events and the effects of sea level rise.  Accordingly, your Committee finds that the appropriation in this measure will enable the University of Hawaii Sea Grant College Program to provide technical guidance and assistance to the County of Maui for dune restoration at Hanakoo Beach Park.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1559, S.D. 1, and recommends that it pass Third Reading.
