Madame:

 

     Your Committee on Labor, to which was referred S.B. No. 1536, S.D. 2, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE HAWAII TOURISM AUTHORITY,"

 

begs leave to report as follows:

 

     The purpose of this measure is to repeal the exemption for the President and Chief Executive Officer of the Hawaii Tourism Authority from the Employees' Retirement System.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi Tourism Authority.

 

     Your Committee finds that the President and Chief Executive Officer position within the Hawaii Tourism Authority has been vacant for over a year.  Removing the exemption for an individual occupying this position to contribute into and benefit from the Employees' Retirement System serves as an incentive to expand the applicant pool of qualified candidates to expeditiously fill the vacancy for the President and Chief Executive Officer position within the Hawaii Tourism Authority.

 

     Your Committee has amended this measure by:

 

     (1)  Requiring retirants who return to service as President and Chief Executive Officer of the Hawaii Tourism Authority to re-enroll into the Employees' Retirement System; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Labor that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1536, S.D. 2, H.D. 1, as amended herein, and recommends that it be referred to your Committee on Finance in the form attached hereto as S.B. No. 1536, S.D. 2, H.D. 2.
