Sir:

 

     Your Committee on Judiciary, to which was referred S.B. No. 1511, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO HANALEI BAY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to:

 

     (1)  Prohibit vessels longer than seventy-five feet from entering Hanalei Bay; and

 

     (2)  Exempt vessels operated by a federal, state, or county agency.

 

     Your Committee received testimony in support of this measure from the Office of the Mayor of the County of Kauaʻi, Hanalei Watershed Hui, Hanalei-Wainiha-Hāʻena Community Association, and one individual.

 

     Your Committee received testimony in opposition to this measure from one individual.

 

     Your Committee received comments on this measure from the Department of Land and Natural Resources.

 

     Your Committee finds that Hanalei Bay is one of the State's natural and cultural treasures, with its water supporting local families with fishing and various recreational activities.  However, in recent years, several large yachts have anchored in the Bay, disrupting the peace and tranquility for residents and visitors.  This measure will prevent disruption and potential damage to Hanalei Bay while preserving the Bay's character and natural beauty.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1511, S.D. 1, and recommends that it pass Third Reading.
