Sir:

 

     Your Committee on Water and Land, to which was referred S.B. No. 1511 entitled:

 

"A BILL FOR AN ACT RELATING TO HANALEI BAY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to prohibit vessels longer than seventy-five feet from entering Hanalei Bay, except for vessels operated by federal, state, or county agencies.

 

     Your Committee received testimony in support of this measure from one individual.

 

     Your Committee received comments on this measure from the Department of Land and Natural Resources.

 

     Your Committee finds that Hanalei Bay is known for its character as a quiet recreational area for families and visitors to participate in ocean activities.  However, there has been an increase in the number of large vessels present in the bay, threatening the health and safety of individuals and families enjoying the bay.  This measure restricts the size of vessels permitted to enter the bay to preserve the quiet and welcoming recreational character of Hanalei Bay.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity and consistency.

 

     As affirmed by the record of votes of the members of your Committee on Water and Land that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1511, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1511, S.D. 1, and be referred to your Committee on Judiciary.
