Sir:
Your Committee on Ways and Means, to which was referred S.B. No. 1491, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO DEPARTMENTAL DATA SHARING,"
begs leave to report as follows:
The purpose and intent of this measure is to facilitate a more accurate analysis of the State's workforce.
More specifically, this measure:
(1) Adds the Department of Taxation and Department of Business, Economic Development, and Tourism to the list of state agencies required to share data and determine the data to be shared through the Statewide Longitudinal Data System; and
(2) Requires data shared by the Department of Taxation to be aggregated or anonymized.
Your Committee received written comments in support of this measure from the Department of Business, Economic Development, and Tourism; Department of Taxation; University of Hawaii System; and Hawaii P-20 Partnerships for Education.
Your Committee received written comments on this measure from the Tax Foundation of Hawaii.
Your Committee finds that the Statewide Longitudinal Data System stores and analyzes career and technical education data it receives from all state educational systems and workforce training agencies to support research and evaluation efforts that will improve outcomes throughout the early education to workforce pipeline. Your Committee also finds that data currently collected by state educational systems and workforce training agencies does not include information from certain segments of Hawaiiꞌs workforce, such as persons who are self-employed. Your Committee further finds that gathering data from the tax filings of self‑employed persons will provide a more accurate analysis of the State's workforce.
As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1491, S.D. 1, and recommends that it pass Third Reading.
