Sir:
Your Committee on Higher Education, to which was referred S.B. No. 1488 entitled:
"A BILL FOR AN ACT RELATING TO UNIVERSITY OF HAWAII CONFERENCE CENTER REVOLVING FUND,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Establish the University of Hawaii Conference Center Revolving Fund for conference center programs conducted by the University; and
(2) Repeal the Conference Center Revolving Fund for conference center programs conducted by the University of Hawaii at Hilo and Community College Conference Center Revolving Fund.
Your Committee received testimony in support of this measure from the University of Hawaiʻi System.
Your Committee finds that establishing a single Conference Center Revolving Fund within the University of Hawaii System would standardize implementation of conference center programs across the University's various campuses. Your Committee further finds that doing so would allow all campuses to implement conference center programs while simultaneously eliminating unnecessary duplication of statutes. This measure therefore establishes a Conference Center Revolving Fund within the University of Hawaii System to streamline funding for conference center programs across all University of Hawaii campuses.
Your
Committee has amended this measure by:
(1) Inserting an effective date of July 31,
2050, to encourage further
discussion; and
(2) Making
technical, nonsubstantive amendments for the purposes of clarity and
consistency.
As affirmed by the record of votes of the members of your Committee on Higher Education that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1488, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1488, S.D. 1, and be referred to your Committee on Ways and Means.
