Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1452, S.D. 1, H.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO THE UNIFORM CONTROLLED SUBSTANCE ACT,"

 

begs leave to report as follows:

 

     The purpose of this measure is to update the State's Uniform Controlled Substance Act to make it consistent with amendments to the federal Controlled Substances Act.

 

     Your Committee received testimony in support of this measure from the Department of Law Enforcement.

 

     Your Committee finds that this measure is necessary to make permanent the temporary designation of new controlled substances by the Department of Law Enforcement.  Your Committee further finds that the Department of Law Enforcement's temporary designation of the new controlled substances will be nullified if this Legislature does not make the designations permanent.

 

     Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1452, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1452, S.D. 1, H.D. 2.
