Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 1452, S.D. 1, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE UNIFORM CONTROLLED SUBSTANCE ACT,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to update chapter 329, Hawaii Revised Statutes, to make it consistent with amendments in the Federal Controlled Substances Act as required under section 329-11, Hawaii Revised Statutes.
Your Committee on Conference finds that it is critical to public safety, effective law enforcement, and proper compliance with state law that the State's controlled substances schedules are consistent with the current federal regulations. Your Committee on Conference further finds that this measure will help prevent confusion among law enforcement agencies, healthcare providers, and the public regarding the status of different controlled substances.
Your Committee on Conference has amended this measure by changing its effective date to July 1, 2025.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 1452, S.D. 1, H.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 1452, S.D. 1, H.D. 2, C.D. 1.
