Madame:

 

     Your Committees on Health and Human Services & Homelessness, to which was referred S.B. No. 1442, S.D. 2, entitled:

 

"A BILL FOR AN ACT RELATING TO MENTAL HEALTH SERVICES FOR CHILDREN AND ADOLESCENTS,"

 

beg leave to report as follows:

 

     The purpose of this measure is to clarify and update the responsibilities of the Child and Adolescent Mental Health Division of the Department of Health to reflect the State's current mental health systems of care for children and adolescents.

 

     Your Committees received testimony in support of this measure from the Office of Wellness and Resilience; Department of Health Child & Adolescent Mental Health Division; State Council on Mental Health; Office of Hawaiian Affairs; Hawaii Substance Abuse Coalition; and one individual.

 

     Your Committees find that the Child and Adolescent Mental Health Division (Division) of the Department of Health is the State's Medicaid provider of intensive mental health services for the State's youth and provides mental health services in coordination and collaboration with other state agencies.  Your Committees further find that it has been fifty years since the State's laws on mental health services for children and youth were enacted and the existing laws do not accurately reflect the current role of the Division in addressing the mental health needs of children and adolescents in the State.  This measure is intended to clarify the Division's role in delivering mental health services to the State's children and adolescents in a manner that is child- and family-centered, culturally sensitive, and evidence-based.

 

     Your Committees have amended this measure by:

 

     (1)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (2)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the records of votes of the members of your Committees on Health and Human Services & Homelessness that are attached to this report, your Committees are in accord with the intent and purpose of S.B. No. 1442, S.D. 2, as amended herein, and recommend that it pass Second Reading in the form attached hereto as S.B. No. 1442, S.D. 2, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
