Madame:
Your Committee on Finance, to which was referred S.B. No. 1441, S.D. 2, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE TRANSITION OF THE OAHU REGIONAL HEALTH CARE SYSTEM FROM THE HAWAII HEALTH SYSTEMS CORPORATION INTO THE DEPARTMENT OF HEALTH,"
begs leave to report as follows:
The purpose of this measure is to:
(1) Repeal the requirement to transfer the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health;
(2) Repeal certain changes to the Hawaii Revised Statutes that were made by Act 212, Session Laws of Hawaii 2021, that relate to the transfer of the Oahu Regional Health Care System from the Hawaii Health Systems Corporation to the Department of Health;
(3) Require the Oahu Regional Health Care System and Department of Health to enter into a formal memorandum of agreement regarding the Oahu Regional Health Care System under certain terms; and
(4) Require the Oahu Regional Health Care System to submit a report to the Legislature.
Your Committee has amended this measure by:
(1) Changing the effective date to July 1, 2025; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Finance that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1441, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1441, S.D. 2, H.D. 2.
