Madame:
Your Committee on Health, to which was referred S.B. No. 1422, S.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO NON-GENERAL FUNDS OF THE DEPARTMENT OF HEALTH,"
begs leave to report as follows:
The
purpose of this measure is to:
(1) Increase the amount of fees collected for copies of certain records issued by the Department of Health that are deposited in the Vital Statistics Improvement Special Fund; and
(2) Repeal the Birth Defects Special Fund.
Your Committee received testimony in support of this measure from the Department of Health.
Your Committee finds
that Auditor's Report No. 21-03 found that the Birth Defects Special Fund did
not meet the criteria of a special fund, in part because there was no clear
link between the Hawaii Birth Defects Program and marriage license fees, and
recommended its repeal. Your Committee
further finds that the funds from the issuance of marriage licenses or certain
other certificates issued by the Department of Health that were previously
allocated to the Birth Defects Special Fund may be more appropriately allocated
to the Vital Statistics Special Fund, which will support a complete overhaul of
vital statistic business functions and reduce significant backlogs in
fulfilling customer requests. Your
Committee notes that the estimated revenue from these fees is projected to be
$625,000.
Your Committee has amended this measure by changing the effective date to July 1, 3000, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1422, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1422, S.D. 1, H.D. 1, and be referred to your Committee on Finance.
