Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1413, S.D. 1, H.D. 1, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY,"
begs leave to report as follows:
Your Committee finds that the efficient management of abandoned or seized property within federal public housing projects is essential for maintaining safe and habitable living environments. The accumulation of abandoned items can create safety hazards, reduce available space, and impose administrative burdens on housing authorities. By establishing clear procedures for notification, public auction, and disposal of such property, this measure ensures an orderly and transparent process while allowing for the recovery of costs associated with storage and disposal.
Your Committee has amended this measure by:
(1) Clarifying the Hawaii Public Housing Authority's powers to sell, donate, or otherwise dispose of property abandoned or seized in or around any federal public housing project; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1413, S.D. 1, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1413, S.D. 1, H.D. 2.
