Sir and Madam:
Your Committee on Conference on the disagreeing vote of the Senate to the amendments proposed by the House of Representatives in S.B. No. 1413, S.D. 1, H.D. 2, entitled:
"A BILL FOR AN ACT RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY,"
having met, and after full and free discussion, has agreed to recommend and does recommend to the respective Houses the final passage of this bill in an amended form.
The purpose of this measure is to:
(1) Authorize the Hawaii Public Housing Authority (HPHA) to sell, donate or otherwise dispose of property abandoned or seized in federal public housing projects;
(2) Require the HPHA to notify the known owner of the abandoned or seized property; and
(3) Establish procedures for persons entitled to the abandoned or seized property.
Your Committee on Conference finds that federal public housing projects managed by the HPHA do not have the on-site storage facilities needed to store abandoned or seized property. This has resulted in administrative burdens for HPHA staff, creating situations where the responsibility for the disposition of the property is unclear and delaying the ability to quickly offer otherwise available units to new residents, further adding to the State's housing shortage. This measure establishes clear procedures for the handling of abandoned or seized property similar to the procedures already in place for other public housing projects to promote transparency, clarify the rights of property owners, improve operational efficiencies, and shorten the average unit vacancy period.
Your Committee on Conference has amended this measure by:
(1) Making it effective upon its approval; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the record of votes of the managers of your Committee on Conference that is attached to this report, your Committee on Conference is in accord with the intent and purpose of S.B. No. 1413, S.D. 1, H.D. 2, as amended herein, and recommends that it pass Final Reading in the form attached hereto as S.B. No. 1413, S.D. 1, H.D. 2, C.D. 1.
