Sir:
Your Committee on Hawaiian Affairs, to which was referred S.B. No. 1410 entitled:
"A BILL FOR AN ACT RELATING TO SEWER TRANSMISSION LINES,"
begs leave to report as follows:
The purpose and intent of this measure is to require that all county sewer transmission lines on Hawaiian home lands in compliance or brought into compliance by the Department of Hawaiian Home Lands, are licensed or dedicated to the respective county within sixty days after the receipt by the appropriate county agency of a completed application for maintenance request.
Your Committee received testimony in support of this measure from the Department of Hawaiian Home Lands.
Your Committee finds that the Department of Hawaiian Home Lands currently manages sewer transmission lines which are to be transferred to the various counties for long term management and maintenance. This measure will help to ensure that these sewer transmission lines are transferred to the various counties in a timely manner by requiring licensure and dedication to the respective county within sixty days after the receipt of a completed application for maintenance request. The cost savings for the Department of Hawaiian Home Lands from not having to manage and maintain sewer transmission lines would also allow for more lots to be developed for applicants on the Department waiting list and to provide other maintenance needs for lessees who reside on Hawaiian home lands.
As affirmed by the record of votes of the members of your Committee on Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1410 and recommends that it pass Second Reading and be referred to your Committees on Ways and Means and Judiciary.
