Sir:

 

     Your Committee on Ways and Means, to which was referred S.B. No. 1388, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO EDUCATION,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to add to the School Facilities Authority Board two ex officio members representing the Department of Education and Board of Education.

 

     Your Committee received written comments on this measure from the Board of Education and Department of Education.

 

     Your Committee finds that the School Facilities Authority was established to oversee the development, planning, and construction of public school facilities in the State.  Your Committee further finds that there is a need to strengthen collaboration between the Department of Education and the School Facilities Authority to ensure that school facilities planning and development align with the educational goals and requirements of Hawaii's public education system.  Adding two members to the School Facilities Authority Board representing the Department of Education and Board of Education, respectively, will help achieve this collaboration.

 


 

     Your Committee has amended this measure by:

 

     (1)  Clarifying that the two ex officio members being added to the School Facilities Authority Board shall be voting members; and

 

     (2)  Making technical, nonsubstantive changes for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1388, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1388, S.D. 2.
