Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1388, S.D. 2, H.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO EDUCATION,"

begs leave to report as follows:

The purpose of this measure is to add the Superintendent of Education and the Chairperson of the Board of Education, or their designees, to the School Facilities Authority Board, as ex officio, nonvoting members.

Your Committee received testimony in support of this measure from the Board of Education and Department of Education. Your Committee received comments on this measure from the School Facilities Authority.

Your Committee finds that while the School Facilities Authority is responsible for overseeing the development and construction of public school facilities throughout Hawaii, the Department of Education plays a crucial role in ensuring that these projects align with the needs of students, educators, and school operations. Additionally, the Board of Education provides policy oversight for the Department. This measure enhances coordination by adding two nonvoting members, one from the Department of Education and one from the Board of Education, to the School Facilities Authority Board, fostering stronger collaboration, accountability, and alignment between school facilities planning and the State's broader educational priorities.

Your Committee has amended this measure by making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1388, S.D. 2, H.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1388, S.D. 2, H.D. 2.
