Madame:
Your Committee on Health, to which was referred S.B. No. 1365 entitled:
"A BILL FOR AN ACT RELATING TO THE INTERSTATE MEDICAL LICENSURE COMPACT,"
begs leave to report as follows:
Your Committee received testimony in support of this measure from the State Health Planning and Development Agency; Hawaii Medical Board; Healthcare Association of Hawaii; The Queen's Health Systems; Hawaii Medical Association; and Hawaii Medical Service Association.
Your Committee finds that Hawaii became a member state of the Interstate Medical Licensure Compact (Compact) on January 1, 2025, which allows physicians originally licensed in a state of principal license to practice in Hawaii with a Compact license. However, Hawaii is currently unable to participate as a state of principal license because a state of principal license must conduct criminal history record checks on physicians seeking to participate in the Compact. By authorizing the Hawaii Medical Board to conduct criminal history record checks on Compact applicants, the State will be able to fully participate in the benefits of the Compact.
Your Committee has amended this measure by:
(1) Changing the appropriation to an unspecified amount;
(2) Changing the effective date to July 1, 3000, to encourage further discussion; and
(3) Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.
Your Committee respectfully requests your Committee on Finance, should it deliberate on this measure, to consider an appropriation amount of $25,000.
As affirmed by the record of votes of the members of your Committee on Health that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1365, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1365, H.D. 1, and be referred to your Committee on Consumer Protection & Commerce.
