STAND. COM. REP. NO. 1065

Honolulu, Hawaii

RE:    S.B. No. 1343

       S.D. 1

Honorable Ronald D. Kouchi

President of the Senate

Thirty-Third State Legislature

Regular Session of 2025

State of Hawaii

Sir:

Your Committee on Judiciary, to which was referred S.B. No. 1343, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE SMALL BUSINESS REGULATORY REVIEW BOARD,"

begs leave to report as follows:

The purpose and intent of this measure is to amend the quorum requirements to do business and validate acts of the Small Business Regulatory Review Board.

Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism and Small Business Regulatory Review Board.

Your Committee finds that the Small Business Regulatory Review Board serves an important role in the oversight and accountability of local businesses statewide.  Ensuring a quorum of members is necessary for the Board to take any action.  However, requiring quorum from the total number of members to which the board is entitled, rather than those currently serving, causes disruptions.  Therefore, this measure continues critical work of the Small Business Regulatory Review Board to protect consumers and business owners while maintaining operational efficiency by amending the quorum requirement to a majority of all the currently serving board members.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1343, S.D. 1, and recommends that it pass Third Reading.

Respectfully submitted on behalf of the members of the Committee on Judiciary,
