Madame:

 

     Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1341 entitled:

 

"A BILL FOR AN ACT RELATING TO ENERGY INDUSTRY INFORMATION REPORTING,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Add the promotion of critical infrastructure protection and emergency management, response, and recovery to the relevant purposes of the Energy Data Collection Program; and

 

     (2)  Authorize the Hawaii Emergency Management Agency and Office of Homeland Security to examine the energy information statements submitted pursuant to the Energy Industry Information Reporting Act.

 

     Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; and Hawaii State Energy Office.

 

     Your Committee finds that improving the State's energy data collection and security is essential for informed policy-making and emergency preparedness.  This measure strengthens data management by expanding authorized access to key government agencies involved in taxation, public health, emergency management, and homeland security.

 

     As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1341 and recommends that it pass Third Reading.
