Your Committee on Judiciary, to which was referred S.B. No. 1337, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE STADIUM AUTHORITY,"

begs leave to report as follows:

The purpose and intent of this measure is to clarify requirements to establish a quorum to do business and validate acts of the Stadium Authority.

Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; Stadium Authority; and one individual.

Your Committee finds that existing law is not specific on the requirement for the Stadium Authority to establish quorum and the voting requirement for the Stadium Authority to adopt a measure. Your Committee further finds that the Stadium Authority has had difficulty meeting the quorum requirement set forth in section 92‑15, Hawaii Revised Statutes, due to vacancies and a lack of clarity in section 109-1, Hawaii Revised Statutes. This measure will clarify the quorum and other requirements for the Stadium Authority to conduct official business.

As affirmed by the record of votes of the members of your Committee on Judiciary that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1337, S.D. 1, and recommends that it pass Third Reading.
