Sir:
Your Committee on Economic Development and Tourism, to which was referred S.B. No. 1337 entitled:
"A BILL FOR AN ACT RELATING TO THE STADIUM AUTHORITY,"
begs leave to report as follows:
The purpose and intent of this measure is to clarify requirements to establish a quorum to do business and validate acts of the Stadium Authority.
Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism.
Your Committee finds that the Stadium Authority, upon its establishment, was tasked with the operation and management of the Aloha Stadium Development District. Since the closure of Aloha Stadium, the Stadium Authority Board has set out to develop a new stadium district but could not conduct business because of issues with meeting quorum requirements due to vacancies and clarity in governing law. Therefore, by clarifying the quorum requirements for the Stadium Authority Board, this measure will allow the Board to take official action for the efficient operation of a new Aloha Stadium.
Your
Committee has amended this measure by:
(1) Inserting an effective date of July 1, 2050, to encourage further discussion; and
(2) Making technical, nonsubstantive amendments for the purposes of clarity and consistency.
As affirmed by the record of votes of the members of your Committee on Economic Development and Tourism that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1337, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1337, S.D. 1, and be referred to your Committee on Judiciary.
