Madame:

Your Committee on Judiciary & Hawaiian Affairs, to which was referred S.B. No. 1337, S.D. 1, entitled:

"A BILL FOR AN ACT RELATING TO THE STADIUM AUTHORITY,"

begs leave to report as follows:

The purpose of this measure is to clarify requirements to establish quorum to do business and validate acts of the Stadium Authority.

Your Committee received testimony in support of this measure from the Department of Business, Economic Development, and Tourism; and Stadium Authority.

Your Committee finds that existing law regarding quorum requirements for the Stadium Authority is unclear and difficult to obtain due to vacancies and non-voting memberships. This measure clarifies quorum requirements so that the Authority may conduct official business in a timely and efficient manner.

Your Committee has amended this measure by:

(1) Changing its effective date to upon approval; and

(2) Making a technical, nonsubstantive amendment for the purposes of clarity, consistency, and style.

As affirmed by the record of votes of the members of your Committee on Judiciary & Hawaiian Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1337, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1337, S.D. 1, H.D. 1, and be placed on the calendar for Third Reading.
