     Your Committee on Ways and Means, to which was referred S.B. No. 1234, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO GOVERNMENTAL EFFICIENCY,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to authorize executive and administrative departments and agencies to enter into intergovernmental agreements with other governmental bodies and partnerships with private sector entities and nonprofit organizations.

 

     Your Committee received written comments in support of this measure from the Hawaii Community Development Authority.

 

     Your Committee received written comments in opposition to this measure from the Hawaii Government Employees Association, UNITE HERE Local 5, and one individual.

 

     Your Committee received written comments on this measure from the Department of Budget and Finance, State Procurement Office, and Hawaii State Public Library System.

 

     Your Committee finds that the agreements and partnerships authorized by this measure will be mutually beneficial for both the State and private industries and will help support the State's food sustainability goals and other goals.

 

     Your Committee has amended this measure by:

 

     (1)  Inserting a preamble section to clarify the purpose of the measure; and

 

     (2)  Making technical, nonsubstantive edits for purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Ways and Means that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1234, S.D. 1, as amended herein, and recommends that it pass Third Reading in the form attached hereto as S.B. No. 1234, S.D. 2.
