Sir:
Your Committee on Energy and Intergovernmental Affairs, to which was referred S.B. No. 1234 entitled:
"A BILL FOR AN ACT RELATING TO GOVERNMENTAL EFFICIENCY,"
begs leave to report as follows:
The purpose and intent of this measure is to:
(1) Authorize executive and administrative departments and agencies to enter into intergovernmental agreements with other governmental bodies and partnership agreements with private sector entities or nonprofit organizations to achieve statutorily mandated goals; and
(2) Require an annual report to the Legislature.
Your Committee received testimony in support of this measure from the Hawaii Community Development Authority.
Your Committee received testimony in opposition to this measure from UNITE HERE Local 5 and Hawaii Government Employees Association, AFSCME Local 152, AFL-CIO.
Your Committee received comments on this measure from the State Procurement Office, The Legal Clinic, and Hawaii Coalition for Immigrant Rights.
Your Committee finds that the State has a number of ambitious statutorily mandated goals and recognizes that collaborating with other government agencies and the private sector can improve efficiency, thereby facilitating the achievement of these goals. Your Committee notes that the reporting requirement in this measure can help provide necessary oversight and accountability to the intergovernmental or partnership agreements authorized in this measure.
Your Committee has
amended this measure by inserting
an effective date of May 13, 2040, to encourage further discussion.
As affirmed by the record of votes of the members of your Committee on Energy and Intergovernmental Affairs that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1234, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1234, S.D. 1, and be referred to your Committee on Ways and Means.
