     Your Committee on Health and Human Services, to which was referred S.B. No. 1202 entitled:

 

"A BILL FOR AN ACT RELATING TO CAMPAIGN FINANCE,"

 

begs leave to report as follows:

 

     The purpose and intent of this measure is to allow campaign funds to be used for a candidate's child care and vital household dependent care costs under certain conditions.

 

     Your Committee received testimony in support of this measure from the Hawaiʻi Family Caregiver Coalition, Vote Momma Foundation, AAUW of Hawaii, and one individual.

 

     Your Committee finds that having children or dependents should never deter any person from considering a run for office.  Your Committee further finds that by ensuring family caregivers have the freedom to campaign and serve the residents of Hawaii, the State can implement equitable policies and programs that incorporate the lived experiences of family caregivers.  This measure supports families and their need for safe and affordable care while a candidate is on the campaign trail.

 

     As affirmed by the record of votes of the members of your Committee on Health and Human Services that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1202 and recommends that it pass Second Reading and be referred to your Committee on Judiciary.
