Madame:

 

     Your Committee on Transportation, to which was referred S.B. No. 1195, S.D. 1, entitled:

 

"A BILL FOR AN ACT RELATING TO TRANSPORTATION,"

 

begs leave to report as follows:

 

     The purpose of this measure is to:

 

     (1)  Prohibit any vehicle from parking within certain distances of crosswalks, with certain exceptions; and

 

     (2)  Specify that signs or curb markings are not required to restrict parking within twenty feet of a crosswalk or intersection.

 

     Your Committee received testimony in support of this measure from the Department of Transportation; Department of Health; Oahu Metropolitan Planning Organization; Hawaiʻi Bicycling League; Hawaiʻi Appleseed Center for Law & Economic Justice; and one individual.

 

     Your Committee finds that pedestrian and cyclist safety is a growing concern in the State, with an increasing number of traffic-related fatalities involving vulnerable road users.  Studies show that a significant percentage of pedestrians and bicycle accidents occur at intersections, where visibility is often obstructed by parked vehicles.  This measure will ensure clear sightlines at crosswalks and intersections, a proven strategy to reduce collisions and enhance public safety.

 

     Your Committee has amended this measure by:

 

     (1)  Amending the preamble;

 

     (2)  Establishing fines for violations of the street parking restrictions to be deposited into the Safe Routes to School Program Special Fund;

 

     (3)  Changing the effective date to July 1, 3000, to encourage further discussion; and

 

     (4)  Making technical, nonsubstantive amendments for the purposes of clarity, consistency, and style.

 

     As affirmed by the record of votes of the members of your Committee on Transportation that is attached to this report, your Committee is in accord with the intent and purpose of S.B. No. 1195, S.D. 1, as amended herein, and recommends that it pass Second Reading in the form attached hereto as S.B. No. 1195, S.D. 1, H.D. 1, and be referred to your Committee on Judiciary & Hawaiian Affairs.
